The public transit buses run on B20 biodiesel, a biodiesel mix. And last month, the Common Council set a goal of reducing city government's nonrenewable energy usage by 5 percent by next year. Now, Oneonta plans to have a hybrid-engine trolley in use this year, Mayor John Nader said. The trolley will be purchased using a federal transportation grant. The state Department of Transportation, which administers the grant, notified the city last week about funding totaling $555,000, of which $444,000 is federal, $55,500 is state and $55,500 is local. Of that funding, $375,000 will be for the trolley.
Bush grants Navy waiver from sonar ruling
What has the Navy up in arms is a Jan. 3 decision by U.S. District Judge Florence-Marie Cooper in Los Angeles that restricted use of sonar in war exercises planned off the coast of San Diego and other Southern California counties through January 2009. The next such exercise is set to begin around the middle of next week and last several days.The ruling, called an injunction, bars sonar use within 12 miles of the shore and in an underwater canyon stretching from Santa Catalina Island off Orange County to the Navy-owned San Clemente Island west of San Diego. The canyon has a large concentration of wildlife.The Navy likes to train in Southern California's shallow waters and underwater canyons, as they teach sailors how to detect submarines in an environment where enemies love to hide. Because of the canyons and shallow ground, and because of the thick concentration of animals, there are many sounds and they tend to ricochet in all directions, Navy officials say.

There are similar Disqualifying Statements in politics, words that will extinguish your enthusiasm for a candidate at the very moment when you are ready to swoon for him (or her). Here's one of those words: "Hagel." As in: Barack Obama has often said he'd consider putting Repbulicans in his cabinet and even bandied about names like Sens. Dick Lugar and Chuck Hagel. Forget that this is a cliche appeal to hack Washington bipartisanism, that Sen. Hagel's reputation seems to have been built on the substitution of good looks and agonizing passion for coherent, articulated thought, that the press mainly loves him because he's always ready to go on television and stab his party in the back. Why would you promote Hagel at the very moment when his prediction that the Surge was "the most dangerous foreign policy blunder in this country since Vietnam" appears to have been humiliatingly wrong? Disastrously wrong, potentially, if it had been heeded.
